Key Points
France may raise the RSA and AAH 2.3% on 1 April 2027 (estimate, not final).
RSA for one person: €651.69 now, about €666.68 if 2.3% holds.
AAH full rate: €1,041.59 now, about €1,065.55.
Draft budget would freeze APL housing aid and the prime d'activité.
Parliament has not passed the 2027 budget; final rate comes in early 2027.
RSA increase 2027 is a hot search in France, and the story has a twist. Google Trends shows more than 100,000 searches for “revenu de solidarité active.” The RSA is France’s income support for people with little or no income. French media report that it may rise 2.3% on 1 April 2027. Other benefits may be frozen at the same time. We checked official sources to separate what is set from what is only planned.
RSA Increase 2027 at a Glance
- Reported rise: about 2.3% on 1 April 2027 for the RSA and the AAH (France’s disability allowance).
- RSA for a single person: €651.69 a month today, and about €666.68 if the 2.3% holds.
- Possible freezes: the prime d’activité (a top-up for low-paid workers), the APL (housing aid) and family benefits.
- Not final: Parliament has not passed the 2027 budget, and the exact rate comes later.
What Are the RSA, AAH and APL?
We start with plain definitions, because the French names are confusing.
- RSA (revenu de solidarité active): France’s income support for people with little or no income.
- AAH (allocation aux adultes handicapés): a monthly allowance for adults with a disability.
- APL (aides personnelles au logement): housing aid that helps tenants pay rent.
- Prime d’activité: a top-up for workers on low pay.
The family allowance fund, called the CAF, pays most of these. A farm-sector fund, the MSA, pays them to farm workers.
Current RSA Amount After the April 2026 Rise
The RSA rose 0.8% on 1 April 2026. A government decree on Légifrance sets the base amount for one person at €651.69 a month. The CAF scale lists the other household types:
- Couple without children, or a single parent with one child: €977.54.
- Couple with one child, or a single parent with two children: €1,173.05.
- Each extra person: €260.68.
These are maximum amounts. The CAF explains that your other income lowers the payment. A housing flat-rate also cuts it. For a single person that cut is €78.20.
Many people therefore receive less than the headline figure. Still, the base amount drives every calculation.
RSA Amount April 2027: What a 2.3% Rise Would Mean
The 2.3% figure comes from the Social Security Accounts Commission. Its October 2026 report expects most benefits to rise 2.3% on 1 April. That is the estimate under today’s indexing rules.
French outlets then applied the 2.3% to current amounts. Merci pour l’info and L’Indépendant report these results:
| Benefit (monthly maximum) | Now | If +2.3% |
|---|---|---|
| RSA, single person | €651.69 | €666.68 |
| RSA, couple without children | €977.54 | €1,000.02 |
| AAH, full rate | €1,041.59 | €1,065.55 |
For a single person, that is about €15 more a month, or roughly €180 a year, Le Revenu notes. The AAH would gain about €24 a month. Remember that these euro amounts are press calculations, not official rates.
What Is Confirmed and What Is Only Envisaged
Here is where the facts stand today.
Already confirmed
- The April 2026 RSA base for one person is €651.69, after a 0.8% rise.
- A yearly rule ties most benefits to inflation, excluding tobacco, every 1 April. Article L161-25 of the Social Security Code sets it.
- The draft budget says the RSA, AAH and minimum pension for older people should follow inflation in 2027. The economy ministry confirms this.
Reported but not final
- The 2.3% rate is an estimate, not a decree.
- The new euro amounts are media calculations.
- The budget is still in Parliament, so lawmakers can change it.
Why the Final RSA Amount for 2027 May Differ
Last year shows the risk. The same commission expected 0.9% for April 2026, but the real rise was 0.8%. MoneyVox says the labour ministry confirmed the 0.8% in March 2026.
A gap of 0.1 point would cost a single RSA recipient about 65 cents a month, L’Indépendant calculates. The final rate depends on inflation data that INSEE, France’s statistics office, publishes in early 2027. Outlets give dates from late January to early March for the exact figure.
The CAF pays benefits after the month ends. So an April rise would normally show up in the early-May payment. In 2026, that payment landed on 5 May.
Which Benefits Could Be Frozen in 2027?
The draft budget treats other benefits differently. Article 74 of the 2027 finance bill would skip two yearly increases:
- Prime d’activité: no April rise. L’Indépendant puts the state saving at €332 million.
- APL housing aid: no update of the rent limits used in the calculation. The saving would be €101 million.
Economy minister Roland Lescure said on TF1 that the APL “will not fall,” TF1 Info reports. They would stay at their 2026 level. Also, a decree could restore the increases later.
The separate social security bill would hold family benefits at 2026 levels. L’Indépendant reports a saving of about €500 million. The back-to-school allowance would also be narrowed, saving about €600 million.
Where the Budget Talks Stand
The government filed both budget bills on 1 October 2026. Franceinfo reports that the National Assembly rejected the social security bill on 23 October. The text went to the Senate, which plans to debate it from 9 November. A Senate vote is scheduled for 18 November.
Parliament has until 26 November for the social security bill and until 17 December for the finance bill. Both laws are due by 31 December. Franceinfo lists these dates, and they can slip.

What the RSA Increase 2027 Means for Households
If the 2.3% holds, the RSA keeps pace with prices. Households that also use APL or the prime d’activité may feel less relief. Their other aid would stay flat while prices keep moving.
According to Le Revenu, recipients would normally not need to apply. The rise is automatic. But you must still file your quarterly income statement with the CAF or MSA.
Other countries index benefits to prices too. Compare this with our explainer on the US Social Security COLA increase for 2027.

Frequently Asked Questions
What is the RSA increase 2027 that France is considering?
French outlets report a 2.3% rise in the RSA and AAH on 1 April 2027. The estimate comes from the Social Security Accounts Commission. No decree has set it yet.
How much is the RSA now?
Since 1 April 2026, the maximum RSA for one person is €651.69 a month. A couple without children can receive up to €977.54. Other income and housing costs can lower the payment. The RSA amount April 2027 could reach €666.68 for one person if the 2.3% holds.
Is the 2.3% rise final?
No. It is an estimate. Last year’s estimate was 0.9%, and the real rise was 0.8%. The final rate follows the inflation data published in early 2027.
When would a higher RSA appear in payments?
The CAF pays after the month ends. An April rise would normally appear in the early-May payment, as it did on 5 May in 2026.
Will APL and the prime d’activité rise in 2027?
Not under the draft budget. Article 74 would freeze both. Parliament has not voted, and a decree could restore the increases later.
Do I need to apply for the higher RSA?
Le Revenu says recipients would normally not need to apply, because the rise is automatic. You must still keep your CAF or MSA file up to date.
