Key Points

Binance says about 95% of affected assets are replenished, up from 90% on Oct 31 and 80% earlier.

BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC are fully backed at 100%.

Withdrawals resumed in phases on Nov 1 across 15 networks; early net outflows were about $3.64 billion.

The Oct 31 Proof of Reserves zero-knowledge proof finished by Nov 2 for those ten tokens.

About 5% of less-liquid tokens remain outstanding; a broader PoR snapshot is planned for Nov 4.

Binance recovery work has moved fast since the record theft. The exchange says about 95% of affected assets are now replenished. Withdrawals also resumed in phases on Sunday, November 1, 2026. A new Proof of Reserves check for ten major tokens is live too. We walk through what changed, what is still open, and what users should watch next.

We covered the original Binance hack when the story first broke. This piece is the follow-up on the refill, the reserve proof, and the return of withdrawals.

Binance Recovery Timeline After the $6.3 Billion Hit

On October 29, 2026, attackers drained about $6.3 billion from Binance wallets. That remains the largest crypto theft on record. Binance said it would cover direct losses with company funds, not customer balances.

Then the refill began. By October 31, coverage rose from roughly 80% to 90%, according to Binance’s Recovery Update #3. By November 1, Recovery Update #4 put the covered amount near 95%. The remaining slice is mostly less-liquid tokens outside the top ten.

So the Binance recovery story is no longer only about the theft. It is about how fast the exchange can restore backing, prove it, and reopen cash-outs safely.

How Much of the Stolen Assets Are Replenished?

Binance says it is buying the missing tokens through market and OTC channels. Ten large assets are listed as fully backed at 100%:

Funding came from three pots, Binance said:

  • A partial draw from the Secure Asset Fund for Users (SAFU)
  • A portion of the Futures Insurance Fund, while keeping a required remaining balance
  • Binance’s corporate treasury

On-chain trackers later showed the published SAFU bitcoin wallet fell by about 7,499 BTC around October 31, leaving roughly 7,500 BTC, according to CoinDesk. Binance has said it plans to restore SAFU toward about $1 billion, but it has not given a firm refill date.

Importantly, coverage has not reached 100% for every token yet. About 5% remains outstanding. Those are thinner markets, so sourcing can take longer.

Did Binance Withdrawals Resume on November 1?

Yes. Binance reopened withdrawals in phases on Sunday, November 1, 2026. Phase one was scheduled between 06:00 and 09:00 UTC. By about 12:36 UTC, all 15 network groups in that first wave were open, Binance and later news reports said.

Assets in the first wave included bitcoin on BTC, ether and dollar stables on ETH, BNB and stables on BSC, plus SOL, XRP, ZEC, DOGE, and several layer-2 networks such as Arbitrum, Base, Optimism, Polygon, Avalanche C-Chain, TON, and Sui.

Demand was heavy at first. Binance said it processed about $4.65 billion in withdrawals and $1.01 billion in deposits in the early window on November 1, for roughly $3.64 billion in net outflows, according to CNBC. Volumes later cooled as the backlog cleared.

Deposits stayed open through the pause. More networks and assets were due to return in later phases, with another progressive step planned around November 3.

Proof of Reserves Snapshot and Zero-Knowledge Proof

Transparency is the other pillar of this Binance recovery. Binance took a fresh Proof of Reserves snapshot at 2026-10-31 00:00 UTC. Building the full zero-knowledge proof usually takes about 40–50 hours.

In Recovery Update #5 on November 2, Binance said that proof was complete within the estimated window. Holders of the ten tokens above can now run the open-source verifier and check that their balances were included and backed at least 1:1 at that snapshot.

Co-CEO Richard Teng said the latest Proof of Reserves verification gives users another way to check that assets are backed, while noting more work remains, as reported by The Block.

Binance also plans a broader snapshot on November 4, 2026, covering more tokens. That next proof will again take roughly 40–50 hours to generate.

One caveat matters. A Proof of Reserves check is a snapshot, not a full financial audit. It covers the listed assets at one point in time. It does not prove every liability, every chain, or ongoing operational security.

What the Binance Recovery Means for Users

For most holders of the top ten tokens, the near-term picture is clearer than it was on October 30. Balances are described as fully backed. Withdrawals for major networks are working again. The reserve proof is available to check.

Still, we would keep a few practical points in mind:

  • Less-liquid tokens in the remaining ~5% may take longer to fully refill.
  • Phased withdrawals can mean short delays when traffic spikes.
  • Scam messages rise after any big incident. Binance says it never asks for passwords, OTP codes, or seed phrases.
  • Follow only official Binance channels for status updates.

FAQ: Binance Recovery, Reserves, and Withdrawals

Has Binance recovery reached 100% coverage?

Not yet for every token. Binance says about 95% of the impacted amount is covered. The top ten listed assets are at 100%. The rest are less-liquid tokens still being sourced.

When did Binance withdrawals resume?

Phase one resumed on November 1, 2026, starting around 06:00 UTC. All 15 first-wave networks were open later that day. More assets are returning in later phases.

Is the Proof of Reserves finished?

Yes for the October 31 snapshot of ten tokens. Binance said the zero-knowledge proof finished by November 2, ahead of the earlier November 3 estimate. A wider November 4 snapshot is planned next.

Will Binance cover all direct losses?

Binance says it will cover all direct losses tied to the incident and will absorb the financial impact rather than pass it to users.

What is SAFU in this Binance recovery?

SAFU is Binance’s Secure Asset Fund for Users. Part of the refill came from a partial SAFU deployment, alongside the Futures Insurance Fund and corporate treasury.

How can users avoid scams during the Binance recovery?

Use only official Binance apps and support links. The exchange says it never asks for passwords, OTP codes, or seed phrases. Anyone who does is a scam.

In short, the Binance recovery has advanced from emergency response to measurable refill, live withdrawals, and a verifiable reserve proof. The last thin tokens and wider network reopenings are the remaining watch items.
