Key Points
Budget 2026 gives a one-off £100 Household Energy Payment to up to 20 million households in council tax bands A to D in England.
Payments start from January 2027 and go straight into bank accounts, with direct debit payers paid automatically.

A new surcharge of £2,500 to £7,500 a year hits English homes worth £2 million or more from April 2028.
The payment is funded by raising the bank surcharge from 3% to 6% for 15 months from January 2027.
Council tax bands are suddenly the hottest topic in the UK, and the reason is simple. On October 28, 2026, Chancellor John Healey used his first Budget to hand out a £100 energy payment. But there is a catch. Only homes in bands A to D in England qualify. So millions of people are now rushing to find out one thing: which band is my home in? We break down the payment rules, how to check your band, and the bank share reaction.
What the Budget 2026 Changed for Council Tax Bands
This was the first Budget since Andy Burnham became prime minister, according to the BBC’s key points summary. The Guardian’s sketch writer counted 98 separate measures in the speech. Yet one line grabbed most of the attention.
Healey announced a one-off Household Energy Payment of £100. It goes to up to 20 million households in England. The government chose council tax bands as the way to target the money. In other words, your band, not your income, decides if you get it.
Importantly, the Budget did not redraw the main bands or revalue homes. Instead, the bands became the gateway for cash support. That is why searches for “what is my council tax band” shot up so fast.
The £100 Household Energy Payment at a glance
Here are the confirmed details from the official GOV.UK guide:
- Amount: a one-off payment of £100 per eligible household.
- Who: households liable for council tax that live in a band A to D property as their main home.
- When: payments start from January 2027.
- How: the cash goes straight into your bank account.
- Not eligible: second homes, empty properties, and homes where the householder is not responsible for council tax.
The government says the scheme reaches about 83% of fuel-stressed households in England. It also covers 88% of households in the bottom three income groups. The Independent reported the measure will cost £2.6bn.
Do you need to apply?
Most people will not need to do anything. If you pay council tax by direct debit, the money lands in that same account. If you pay another way, your local council will invite you to apply.
The GOV.UK guide also gives a clear warning. Only your council should contact you about this rebate. So, if a text or email asks for your bank details, check with your council first.
Council Tax Bands Explained: What Each Band Means
Council tax bands sort every home by its value. But here is the twist. In England, that value is what your home was worth on 1 April 1991. In Wales, the date is 1 April 2003. These rules come from the Valuation Office guidance on GOV.UK.
The table below shows the eight bands used in England:
| Band | Value on 1 April 1991 | Gets £100 payment? |
|---|---|---|
| A | Up to £40,000 | Yes |
| B | £40,001 to £52,000 | Yes |
| C | £52,001 to £68,000 | Yes |
| D | £68,001 to £88,000 | Yes |
| E | £88,001 to £120,000 | No |
| F | £120,001 to £160,000 | No |
| G | £160,001 to £320,000 | No |
| H | More than £320,000 | No |
Wales uses nine bands, from A to I. Band A covers homes worth up to £44,000 in 2003. Band I covers homes worth more than £424,000.
Because the values are so old, your band can feel strange. A home worth £400,000 today might still sit in band D. The Independent notes that some high-value London homes still fall in band D.
How to Check Your Council Tax Band in Minutes
Checking your band is free and quick. You have three easy options.
- Use the GOV.UK checker. Go to the Check your Council Tax band service. Type your postcode or address. It works for homes in England and Wales.
- Look at your bill. Your annual council tax bill shows your band. It is usually near the top.
- Live in Scotland? Use the Scottish Assessors website instead.
Be patient if the site is slow. The BBC reported the government website struggled with traffic after the announcement.
Think your band is wrong?
You can challenge it. The same GOV.UK service lets you ask the Valuation Office to review your band. You will need evidence, such as bands of similar homes nearby. Challenging is always free. However, be careful. A review can move a band down or up. So check your neighbours’ bands before you ask.
What About Scotland, Wales and Northern Ireland?
The payment scheme itself only covers England. Still, the other nations get extra funding to offer something similar. According to the BBC’s energy payment explainer:
- Wales: the Welsh government says it will pay £100 to all households in bands A to D.
- Scotland: the Scottish government says it will “seek to replicate” the payment.
- Northern Ireland: it lacks the legal power to pay unless it agrees a budget first.
Students, renters and people who don’t pay council tax
Students in halls of residence will not get the payment. Halls are not in bands A to D. However, students renting a private home in those bands will qualify. Their council will find a way to pay them. The same goes for people with other exemptions. Full rules will follow.
Why Using Council Tax Bands Is Controversial
Bands are a quick way to reach many people. But they are not a perfect measure of need. The Resolution Foundation found that 1.4 million of the poorest families live in band E or above. That means they miss out, as the Guardian’s winners and losers list points out.
At a Farnborough bingo hall, Evelyn Campbell, 91, spoke to the BBC. She said the money should go to “the people”, not “the bands”. Others called it a welcome relief.
To soften the gap, the government added a £100 million fund. Councils will use it to help struggling homes outside bands A to D. In addition, people on means-tested benefits may get the £150 Warm Home Discount. We covered that scheme in our guide to the £150 energy bills discount.
Will £100 cover rising energy bills?
Consultants Cornwall Insight forecast a typical yearly bill could jump by £276 in January, the BBC reported. Some newer forecasts suggest a rise of about £400, to around £2,100. So many homes may still feel worse off.
The Budget added other help too. The VAT cut on electricity runs until 1 July 2027. The Treasury says that takes about £50 off the price cap in April 2027. Gas standing charges will also move into unit rates. The Treasury estimates 60% of households will save an average of £45 a year.
The Other Council Tax Band Change: A Surcharge on £2m Homes
There is a second council tax story in this Budget. It sits at the very top of the market. The High Value Council Tax Surcharge was first announced in Budget 2025. At Budget 2026, the government published its final plan on GOV.UK.
Here is how it works. From April 2028, owners of homes in England worth £2 million or more will pay an extra yearly charge. Owners, not tenants, will pay it. It sits on top of normal council tax.
| Home value (2026) | Yearly surcharge |
|---|---|
| £2m to £2.5m | £2,500 |
| £2.5m to £3.5m | £3,500 |
| £3.5m to £5m | £5,000 |
| Over £5m | £7,500 |
Fewer than 1% of homes in England should be affected. The charge should raise around £400 million a year from 2028/29. Charges will rise with inflation each year from 2029-30. The next revaluation for these homes is planned for 2033. A deferral scheme will help owners who struggle to pay.
Why does this matter? The government gives a striking example. A band D home in Darlington or Blackpool, worth about £400,000, pays £2,400 to £2,600 a year. Meanwhile, a £10 million band H home in Mayfair pays around £2,100. Council tax raised £43.9 billion in England in 2025-26. Even so, the core bands still rest on 1991 prices. Bigger reform ideas have been floated before, as we reported in Burnham’s council tax overhaul plans. For earlier changes, see our look at the council tax changes in April.
Who Pays for It? Banks and the Market Reaction
The £100 payments are funded by banks. The Bank Corporation Tax Surcharge rises from 3% to 6%. It applies from 1 January 2027 for 15 months and returns to 3% on 1 April 2028. These dates come from the HMRC policy paper. The Guardian says banks will pay about £1.5bn extra over that period.
Investors had feared worse. Some reports had suggested a jump to 8%. So bank shares actually rose. The Independent reported gains of around 3% for three big lenders:
Not every bank is hit equally, though. The surcharge targets UK banking profits above £100 million. Proactive Investors says about 85% of Lloyds’ and NatWest’s group profits are eligible. For Barclays, the figure is about 33%. Lloyds and NatWest also report results this week. Those updates may show how they plan to absorb the cost. Bank bosses had warned against this tax. We covered that when the NatWest CEO warned against higher bank taxes.
Of course, a one-day rally is no promise of future gains. Share prices can fall as fast as they rise.
Council Tax Bands and Your Money: Key Takeaways
So, what should you do today? First, check your band on GOV.UK or your bill. Next, make sure your council has your correct bank details if you pay by direct debit. Then, watch out for scam messages about the £100. Finally, if you are in band E or above and struggling, ask your council about the new discretionary fund.
In short, council tax bands now decide who gets direct Budget help. That makes a 35-year-old valuation more important than ever. The payment is modest. Still, for many families, it offers some breathing space before a costly winter.

When will the £100 energy payment be paid?
Payments start from January 2027. If you pay council tax by direct debit, the money goes straight into that bank account. Otherwise, your council will invite you to apply.
Did the Budget 2026 change council tax bands?
No. The Budget did not revalue homes or redraw the main council tax bands. It used them to target the £100 payment. It also confirmed a new surcharge on English homes worth £2 million or more from April 2028.
Will Scotland, Wales and Northern Ireland get the payment?
They get extra funding to decide for themselves. Wales says it will pay £100 to bands A to D. Scotland says it will seek to copy the scheme. Northern Ireland first needs an agreed budget.
